Community Update: Joint Infrastructure Recovery Request Program

With the recent consolidation of the Joint Infrastructure Recovery Request (JIRR) Program under the leadership of CDM Smith, MB3/Civix, and the Department of Public Works, the City of New Orleans has reassessed the program’s funding to chart the best course forward.

Following a thorough review, it has been decided that a phased, task-based rollout plan for the remaining fully funded projects is the most effective way to optimize the available Federal Emergency Management Agency (FEMA) funding. This approach ensures that resources are allocated to address the most critical infrastructure needs while maintaining the program’s commitment to quality, longevity, and equity.

The prioritization of FEMA-funded projects has been carefully planned to enhance infrastructure quality and longevity. This involves implementing the most impactful proposed scope, including comprehensive upgrades to water, sewer, and drainage systems, as well as street surface replacement and repair. Additionally, projects are distributed equitably across the city, as originally outlined in the FEMA settlement. This approach reflects the City's commitment to making decisions that deliver the greatest long-term benefits to the residents of New Orleans.

The recent consolidation has provided the opportunity to take a fresh, focused look at the program and identify a path that ensures the remaining FEMA funding is utilized to its fullest potential. By adopting this phased approach, we are addressing critical needs while laying the groundwork for continued progress in infrastructure recovery.

The Office of Strategic Engagement & Special Projects will continue to hold community meetings before work begins on each project to inform residents about the impacts they may experience during construction and the overall program. These meetings are designed to ensure transparency and foster collaboration with the community throughout the process.
